MOSS 2007 workflows no longer available/Visible when we upgrade from 2007 to 2010(Database Attach method)

Issue: After upgrade to SharePoint 2010, we are unable to use the workflow tool (Collect Feedback) on the CRS US Sub-Region SharePoint sites.

No OOB workflows are available in the any document libraries.

Troubleshooting done:

Checked that the all the workflow features are active on the Site collection level including SharePoint 2007 workflows.

Checked on the site collection workflow settings that all the workflows are in ‘Active’ state.

Checked by pointing to the old WFE’s workflow are existing on the SharePoint 2007 sites and are associated with the document libraries.

Resolution:
